Harvey’s Lake Borough, in compliance with the requirements of the Act of May 2, 1945, known as the "Municipal Authorities Act of 1945", enacted an ordinance signifying their desire to organize and incorporate an Authority named The General Municipal Authority of the Borough of Harvey’s Lake on January 27th, 1970. A Certificate of Incorporation was issued by the Commonwealth of Pennsylvania on June 7, 1976
DEP mandated that the Borough form an Authority to mitigate pollution in the lake. The purpose of an Authority is to install sewer lines, pumping stations and a building for the collection and disposition of wastewater/sewage to a treatment plant. Our sewage flows through DAMA'S (Dallas Area Municipal Authority) lines and into the treatment plant--Wyoming Valley Municipal Authority in Hanover Twp. The installation of the sewer collection system was completed in 1977.
The Authority has been doing upgrading, improvements, and inspection to the Sewer Collection System over the many years through grants and loans.
There are four full-time employees at the Authority. Richard Boice, Manager; Terry Volpe, Bookkeeper/Secretary; Jason Boice, Foreman, and Jason Simonson.
The Authority has a five-member Board who each serve a 5-year term. The Board Members are appointed by the Harvey’s Lake Borough Council and one board member's term is up each year. When their term is up, Council can either reappoint them or appoint someone new.
DEP has imposed a sewer moratorium for the entire Back Mountain. Harvey’s Lake Borough has been under a moratorium since June 2003. This means no new sewer hookups are allowed. The Authority has a waiting list for those that want to fill out a Sewer Permit Application at a cost of $25 non-refundable.
When DEP issues GMAHL more hookups, the residents on the waiting list will be notified.
Sewage Facilities Planning Module Application Mailer
Any persons proposing a connection, construction, expansion, or extension to public or private community sewerage systems must send in an application for Sewage Faciliries Planning Module Mailer, available under Zoning Documents on this website. NO PERMITS can be issued until the PA DEP notifies the homeowner if a Component 3 is necessary. Once GMAHL receives a letter from the DEP stating they are approved then a permit will be processed.
In an effort to remove I/I (inflow and infiltration), Sewer Customers must remove sump pumps or rain gutters connected into any sewer lines. This is Illegal and could require the Authority to charge higher fees. If you know of any such connections, please call the Authority at (570) 639-1042. Caller will remain anonymous.
Save our Sewers and keep costs down by not putting anything down your toilet, sinks, or tubs except wastewater, toilet paper and human waster. Please see our list of "what Not to Flush".
